NOTICE OF INTENT TO REQUEST A RELEASE OF FUNDS
TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS:
Lawrence County, 200 W Gaines, Suite 201, Lawrenceburg, TN
gives notice that it will submit a request for release of grant funds and an environmental
certification pertaining thereto to the Tennessee Housing Development Agency 7 days
following this publication. The request and certification relate to the following project.
Project Title: Lawrence County 2012-13 THDA HOME Grant
Location: Lawrence County Boundaries
Purpose of Project: Improve housing conditions for low-to-moderate income persons
Estimated Cost: $250,000
Lawrence County will undertake the project described above with HOME funds from
the US Department of Housing and Urban Development (HUD) under the National
Affordable Housing Act of 1990. Lawrence County is certifying to the Tennessee Housing
Development Agency that Lawrence County and J. Mack Chandler, County Executive in
his official capacity as Certifying Officer consent to accept the jurisdiction of the Federal
courts if an action is brought to enforce responsibilities in relation to environmental
reviews, decision making, and action; and that these responsibilities have been satisfied.
The legal effect of the certification is that upon THDA's approval, Lawrence County
may use the funds, and THDA will have satisfied its responsibilities under the National
Environmental Policy Act of 1969 and the related laws and authorities. THDA will accept
an objection to its approval of the release of funds and acceptance of the certification
only if it is one of the following bases:
that the certification was not in fact executed by the chief executive offi cer or
other officer of applicant approved by THDA; or
that applicant's environmental review for the project omitted a required
finding, or step applicable to the project in the Environmental Review Process.

Because the grant award year Project will involve activities at several scattered sites
for which the exact location will not be known for some time, an environmental review
strategy has been developed including Site Specific Checklists, to assure that the
required environmental review is completed for each site. If environmental factors are
identified as having an impact on the project or any of the specific project sites, they will
be addressed on a case by case basis.
Objections must be prepared and submitted in accordance with the required procedure
(24 CFR Part 58), and may be addressed to Tennessee Housing Development Agency,
Andrew Jackson Building, Third Floor, 502 Deaderick Street, Nashville, TN 37243,
Attention: Community Programs Division. THDA will consider all objections received
within fifteen (15) days following the receipt of this request.

ADVERTISEMENT FOR BIDS
Sealed bids for Roofing, Doors and Handicap Site Upgrades will be received by
the Lawrenceburg Housing Authority, 1020 Smith Street, Lawrenceburg, TN 38464 on
Thursday, August 12, 2014 at 1:30 p.m. and then at said office of the Executive Director
publicly opened and read aloud. Prior to the opening of the envelope, the names of
all contractors listed shall be read aloud and incorporated into the bid. The estimated
value of construction is between $130,000 and $150,000.

Prospective bidders should obtain copies of the Contract Documents from Barge
Cauthen & Associates, Inc., 6606 Charlotte Pike, Suite 210, Nashville, TN 37209. A
deposit of $200.00 is required from prime bidders and subcontractors for one set of
Contract Documents. All bid deposit checks or drafts shall be made payable to Barge
Cauthen & Associates, Inc. Requirements for bid deposit refunds can be found in the
expanded Advertisement for Bids bound within the Project Manual.
All bidders must be licensed Contractors as required by the Contractors Licensing Act of
1994 (TCA Title 62-6-119) with all bid submittals conforming to the State of Tennessee
requirements. All bidders shall provide evidence of a license in the appropriate
classification before a bid can be considered. Reference is made to the Instructions to
Bidders for Contracts contained in the Project Manual for further bidding information.
The right is reserved to reject any or all bids or to waive any informalities in the bidding.
No bidder may withdraw his bid within 60 days after the actual date of the opening
Walk Through and Prebid ConferenceAt 10:00 a.m. on Friday, August 1, 2014 a pre-bid conference will be held at the
administrative office of Lawrenceburg Housing Authority, 1020 Smith Street,
Lawrenceburg, Tennessee, for the purpose of answering questions bidders may
have and to consider any suggestions they may wish to make concerning the project.
Immediately following the pre-bid conference, a walk-through of the project(s) will be
held by the Owner. Although not mandatory, all contractors are recommended to attend
this walk-through and pre-bid conference.

ADVERTISEMENT FOR BIDDERS
This project is funded under an agreement with
Tennessee Housing Development Agency through the
U.S Department of Housing and Urban Development.
Lawrence County has been awarded $250,000 by the
Tennessee Housing Development Agency and Housing
and Urban Development for the purpose of renovating
homes. The County anticipates awarding 8 contracts for
rehabilitation of homes inside the County. Contractors
who wish to be put on the bid list should contact Cindy

Contractors wanting to bid on contracts must provide
a copy of their State General Contractors License. All
bidders must carry 100,000 liability insurance.
Requests to be placed on the bid list must be returned by
August 7, 2014 in order to be eligible to bid.
