NOTICE TO CONSULTANT ENGINEERS
REGARDING A REQUEST FOR QUALIFICATIONS AND LETTERS OF
INTEREST
NOVEMBER 12, 2018
The City of Lawrenceburg, an Equal Opportunity, Affi rmative Action Employer, seeks
to retain the services of a professional consultant engineering fi rm to provide services
related to the resurfacing of certain roadways as part of the TDOT’s Transportation
Alternatives Program. The professional engineering consulting fi rm must be on TDOT’s
pre-approved list and must have unlimited status. Responsibilities of the professional
engineering fi rm include, but are not limited to: (a) fi eld surveying, (b) preliminary and
fi nal engineering design including development of construction plans and specifi cations,
(c) environmental documentation/permitting (NEPA), (d) utility coordination and
certifi cation, (e) ROW certifi cation, and (f) construction engineering and inspection
(CEI) services consistent with TDOT guidelines. The project will entail pedestrian
improvements along North Military Avenue from Crockett Theater to 4th Street. For

Firms may request consideration by submitting a letter of interest along with qualifi cation
to Mr. Joe Baxter, 25 Public Square, Lawrenceburg, Tennessee 38464. All letters of
interest and qualifi cations must be received by the City on or before 4:00 P.M., CST,
December 4, 2018. The letter of interest and qualifi cations shall indicate the scope
of services to be completed by any sub-consultants. Response packages shall not
exceed ten (10) pages in length and fi ve (5) copies shall be provided.
The City will evaluate the qualifi cations for those submitting responses and will select
one fi rm with which to attempt negotiations for a contract in accordance with TDOT’s
small purchase procurement procedures. The factors that will be considered in
evaluation of proposals are:
a. past experience specifi c to TDOT Local Programs projects;
b. qualifi cations and availability of staff;
c. demonstrated ability to meet schedules without compromising
sound engineering practice;
d. evaluations on prior projects with TDOT and other clients,
if available;
e. amount of work under contract with TDOT and other clients; and
f. knowledge of Federal and TDOT CEI requirements.
Evaluation proceedings will be conducted within the established guidelines regarding
equal employment opportunity and nondiscriminatory action based upon the grounds

Enterprise (DBE) fi rms as well as other minority-owned and women-owned fi rms are
