INVITATION TO BID
2017 WATER SYSTEM IMPROVEMENTS
SUMMERTOWN UTILITY DISTRICT
Separate sealed bids for the 2017 WATER SYSTEM IMPROVEMENTS will be
received by the Summertown Utility District located at 104 Shady Street, Summertown,
Tennessee 38483 until 2:00 P.M. local time on Thursday, March 21, 2019, and then at
said time publicly opened and read aloud.
This project consists of the installation of approximately 45,050 linear feet of 10”, 8”, 6”,
& 4” diameter water lines, approximately 87 each 10”, 8”, 6”, & 4” gate valves, 13 each
hydrants, and all appurtenances thereto.
The Instructions to Bidders, Form of Agreement, Drawings, Specifi cations, Form of Bid
Bond and of Performance and Payment Bonds, and other bidding instruments may be
examined at the Summertown Utility District and at:
Copies of the bidding documents may be obtained at the offi ce of GOODWYN, MILLS
AND CAWOOD, INC. upon the NON-REFUNDABLE payment of $100.00 per set.
The Owner reserves the right to waive any informalities in the bidding and to reject any
or all bids.
The person or entity involved in the preparation of the invitation to bid or comparable
bid documents including any electronic bid documents shall direct that the name,
license number, expiration date thereof, and license classifi cation of the contractors
applying to bid for the prime contract and for the masonry contract where the total
cost of the masonry portion of the construction project exceeds one hundred thousand
dollars ($100,000), materials and labor, electrical, plumbing, heating, ventilation, and air
conditioning contracts, appear on the outside of the envelope containing the bid or in the
submission of an electronic bid except when the bid is in an amount less than twenty-fi ve
thousand dollars ($25,000). Only one (1) contractor in such classifi cation may be listed.
Prime contractor bidders who are to perform the masonry portion of the construction
project which exceeds one hundred thousand dollars ($100,000), materials and labor,
the electrical, plumbing, heating, ventilation and air conditioning must be so designated
upon the outside of the envelope or in the electronic bid. Failure of any bidder to comply
therewith shall void such bid and such bid shall not be considered. It is the duty and
responsibility of the awarding person or entity who received the envelope containing
the bid or the electronic bid to verify only the completeness of the required licensure
information. Prior to the opening of the envelope or acceptance of an electronic bid, the
names of all contractors listed thereon or therein shall be read aloud at the offi cial bid
opening and incorporated into the bid. Prior to awarding a contract, the awarding person
or entity and its authorized representatives shall verify the accuracy, correctness and
completeness of the information required hereby. The failure of any bidder to comply
with all of the provisions hereof shall automatically disqualify such bid. However, bids
administered by the Tennessee department of general services shall require that the
information be furnished within the bid or bid document only. When the bid is less than
twenty-fi ve thousand dollars ($25,000), the name of the contractor only may appear on
the outside of the envelope containing the bid or in the electronic bid document, and
upon opening the envelope or review of the electronic bid, if such bid is in excess of
twenty-fi ve thousand dollars ($25,000), the same shall automatically be disqualifi ed.
All bids must be made out on the Bid Form bound in the contract documents, and the
Bid Form should not be detached from the contract documents. Bids will not be opened
from Bidders who have not obtained the contract documents from the Engineer.
With the bid, each Bidder must deposit security in the amount of fi ve percent (5%) of
the amount of the bid, subject to the conditions stated in the Instructions to Bidders. A
Performance Bond and a Payment Bond, each in the amount of one hundred percent
(100%) of the contract amount will be required for the successful Bidder.
No Bidder may withdraw his bid within sixty (60) days after the actual date of the opening
thereof.

4-8, 2019 for three positions on the Lawrence
county Soil Conservation District (SCD) Board.
Polling locations will be: USDA Service Center

ADVERTISEMENT FOR BIDS
The Lawrenceburg Utility Systems (LUS) is accepting separate sealed BIDS
for the construction of 2019 LUS – Natural Gas System Upgrades which
will be received by LUS, Attn: Ronnie “Red” Shrader, LUS Operations – Gas,
Water and Sewer Shop at 403 Oak Street, Lawrenceburg, TN 38464, at this
address no later than 11:00 a.m. (local time) the 28th day of February, 2019,
and then at said offi ce publicly opened and read aloud shortly thereafter. The
work to be done consists generally replacing via directional bore and open
trenching, approximately 13,350 feet of low pressure 2” steel gas main and
valves with approximately 13,350 feet of low pressure 2” polyethylene gas
line and valves and reconnecting, inserting or installing approximately 85 new
and existing service lines and appurtenances as outlined in the specifi cations.
Work shall include labor, equipment and necessary supervision to install, test,
clean-up and make fully operational such system improvements for the full
