Lawrence County has recently performed an assessment of its facilities to identify conditions
that may hinder access for members of the community – particularly those with a disability
– from obtaining services, benefitting from programs, or participating in activities offered by
Local governments, in general, are required to be compliant with Title II of the Americans with
Disabilities legislation, commonly referred to as the ADA. This legislation requires local governments
including city, county and state governments and their schools to make services and
programs equally accessible to persons with disabilities. The ability to utilize services can be
hindered by procedures or policies (such being required to fill out a form) or the built environment
(such as a sidewalk that is not level or a door too difficult to open).
This recent assessment focused on the physical aspects of both exterior access to the buildings
and the interior aspects once inside the buildings. To accomplish this task, the County
engaged The Architect Workshop and Kimley Horn, firms that have experience performing
similar ADA evaluations and Transition Plans.
For perspective, the ADA was first enacted in 1990 – more than 30 years ago. Since that time,
new buildings were expected to be designed and constructed to be compliant and existing
buildings were expected to have been modified over the years to be as compliant as possible.
Lawrence County operates in buildings and facilities that were built before and after the
effective date of the ADA and must meet the appropriate level of compliance. The evaluation
included approximately 8 linear miles of sidewalks and exterior pathways and roughly 2 million
square feet of building interiors. The survey included governmental, services and school
This survey of our sidewalks, intersections, and buildings was the first step in determining how
well we are doing to provide accessibility to our community. The report proposes a remedy,
priority, and cost for each non-compliant element and will inform the development of the second
phase of this effort, the creation of a Transition Plan. The Transition Plan will provide the
proposed sequence for the County and the Board of Education to address these items within
appropriate time and budgetary considerations.
The development of the Evaluation and Transition Plan will help the County continue to improve
the provision of services, programs, and activities to the whole community including those persons
with disabilities. The initial assessment is available on the Lawrence County website. The
final Transition Plan report will be available for review upon completion.

PUBLIC HEARING TO BE HELD FEBRUARY ON NEW
CITY OF LAWRENCEBURG CLASS III LANDFILL
The Tennessee Department of Environment and Conservation (TDEC), Division of Solid Waste
Management (DSWM), has tentatively decided to issue a new solid waste disposal facility
permit to the City of Lawrenceburg for their Class III landfill. This permit will result in 10.96
acres to be used for disposal.
The facility, identified as City of Lawrenceburg Class III Landfill (DML500000129), will be
located in Lawrence County at Grinnell Drive, Lawrenceburg, Tennessee (latitude 35°12’26” N
/ longitude 87°22’48” W). This permit would allow construction, operation, closure, and post-
closure care of the Class III disposal facility for the disposal of farming wastes, landscaping and
land clearing wastes, demolition/construction waste, shredded automotive tires, and/or certain
wastes having similar characteristics and approved in writing by TDEC. No hazardous wastes,
as regulated by the Tennessee Hazardous Waste Management Act (Tennessee Code Annotated,
Section 68-212-101, et. seq.) and the Rules adopted pursuant to the Act, shall be accepted for
disposal at this facility. The official responsible for operation of the facility is Mr. Gary Hyde,
City of Lawrenceburg Landfill Director, 233 West Gaines St., NBU #4, Lawrenceburg, TN
DSWM has made a preliminary determination that the City of Lawrenceburg’s landfill
application meets the applicable requirements of Tennessee Rule Chapter 0400-11-01, Solid
Waste Processing and Disposal. Pending consideration of any comments received during the
45-day comment period ending on March 16, 2020, DSWM intends to issue this permit.
The hearing, which is being scheduled at the request of the applicant, Mr. Gary Hyde, City
of Lawrenceburg Landfill Director, will be held on Thursday, February 20, 2020 at the City
of Lawrenceburg Police Department Auditorium, 232 West Gaines Street, Lawrenceburg, TN
38464. From 5:30 p.m. to 6:00 p.m. CST, an informational session will be held. The public may
inspect and discuss the permit application, draft permit, fact sheet, plans, and other materials
with the DSWM and with representatives of the applicant. There will also be an opportunity
for comments to be recorded or written and submitted during this time. The formal hearing
will begin at 6:00 p.m. First DSWM will explain its tentative decision to issue the permit. The
applicant’s representative will describe the proposed facility action/expansion. DSWM will
then receive oral comments on the draft permit from the public.
DSWM invites the public to review and submit comments on this proposal at the hearing or
anytime during the 45-day comment period ending on Monday, March 16, 2020. Electronic
